Still think the U could have handled it a little better. Should have just released the report and killed it sooner since they actually did conduct an investigation. I realize the situation at Maryland is far worse, but be transparent. And the story ends much sooner. Maryland released the full report in their situation...

Agreed. The more up front and transparent a public entity is, the better. They should have released the full report without needing a FOIA request.
